Best Bed For The Winter?

Which type of bed do you think would be best for my Guinea pigs to sleep on in winter? I live on the largest hill in my town so it gets really chilly up here, we don't have the central heating on at night but I put hot water bottles over their cage, along with a blanket. Last night at around 4am I woke up because I was really cold, so I can't imagine how my Guinea pigs will be feeling. I'm currently in the process of making beds for their new cage so I was wondering which bed will keep them warmer? I was thinking the snuggle sack except one of mine just won't go in it and will sit on it as he has done with his two in the past. And I just think they would be too cold in a cuddle cup. Suggestions?

When I bought fleece for the bottom of My guinea pig, Umi's, cage I had extra fleece so I cut some of it and make it into a little pillow. Umi sleeps on it every night and loves it, but I don't know how warm it keeps him.
