I use both but use short- cropped straw which is very soft & have used it for the past 3.5yrs with no eye injuries. Eye injuries can occur from hay too.
yes i keep them outside in a 14/8 foot shed in a 8/4 pen, its always warm in there.
one side of the pen gets the morning sun. till noon then they only get light, as the shed window which is wire faces east, i am pretty sure it is water proof as i kept homing pigeons in there before now i keep them in other sheds. rolleyes
AS guinea pigs are not frost hardy, it is important to have a heated shed! Otherwise it sounds great; best introduce them gradually to that much space, or they'll just sit in one corner as they feel exposed in what for them is foreign=hostile territory!
