Bedding

What could I use for the bedding area. I fill it with hay but they just flatten it and lay on top of it. I have the snuggle pouches but only 1 (I have 2 piggies) likes to use them. I have put an igloo in there before but they just burrow under it and then get stuck so had to take it away not sure what else to use

Are they indoor or outdoor piggies?
