Bedding ideas for outdoor enclosure

So I’m planning on converting an old wooden sandpit into a guinea pig enclosure. The sand pit has large grounded posts on four corners as there used to be a cubby house on top. With this I plan the build a cage like enclosure where the pigs will have more room to roam than an ordinary cage.

The sand pit is about 2x2 meters.

I’ve run into a dilemma with which bedding to use.

I don’t want to use wood shavings because I hear that can be bad for the piggies. Plus here in Australia I can’t really buy it in bulk cheaply.

I hear hemp bedding is very good, and while it is a bit expensive I’d be willing to use this as a top layer.

The sand pit is around 30cm deep and I was hoping to building the bedding up a bit so I can still see the pigs playing around over the edge of the sand pit.

I’m not sure what to use though for this under the hemp bedding. Originally I just thought soil but that would attract bacteria plus it would be constantly damp.

I don’t know what else to use that is inexpensive.

I have heard that you can use horse bedding pallets which was GREAT because it’s really cheap and lasts for a long time. But I could imagine that would be quite hard on their feet. And if you were to add water to make it soft it would be too dusty for the pigs.

Maybe I could use expanded pallets as the base with a thin layer of hemp on top?
I’ve done so much research and I’ve hit a dead end. Any suggestions would be greatly appreciated. 😁
