I think they would be safe enough, although would depend a bit on what the orange pieces are - dried fruits or carrot aren't really ideal.
The main issue with things like this is that piggies tend to pee on them and they don't last long considering what they cost.
Far better to make your own using toilet rolls stuffed with paper and a bit of forage.

I would recommend these ones pepper and Pringle love them, they are meadow hay, pea flakes and mint.

I bought one of those to try for my piggies and then realised there were seeds included.
Even after I removed the stuff they shouldn’t have some of the ‘bowls’ were difficult for piggy noses.

A paper bag full of hay is great fun for piggies

I bought one for my boys, they were a little interested but soon moved onto other toys that they would much rather be dismantling.
