Are paper towels okay?

So in my cage I usually use a layer of newspaper, then a bath towel, then a fleece blanket, and this has worked pretty well. However I am currently completely out of newspaper, and was wondering if it would be okay to replace the newspaper layer with paper towels? They do occasionally dig down to that level, so would it be okay for them to chew/eat paper towels?
