Mine love a cardboard box filled with slightly rumpled tissue paper or newspaper with a hole at each end so they can run through. Also love a single sheet of broadsheet newspaper to run under.

Not sure about toilet paper - it doesn't keep it's shape and they might try and eat it? Newspaper is good though if you can get hold of some...

Any sort of cardboard box with piggy sized holes cut in it or a paper shopping bag (handles removed filled with hay and a few veggie treats.
