I have an un-neutered male (sorry, but I believe spaying and neutering animals is wrong) and a female (not in the same cage lol) but their cages are close enough to see each other and interact.

Anytime Queenie (the female) gets near Snickers (the male), Snickers gets into this "purring" like noise and the continue to sniff each other. Queenie has always acted a bit dominate over him.

Is this a show of affection?

As long as you can gaurantee
that he won't get into her cage and make more guinea pig babies, that will then take the homes of pigs already in need of homes it's fine.

Dogs are another story. Every heat cycle a female dog has raises her chances of getting breast cancer 25% so I think getting dogs spayed and neutered is the humane thing to do and there are far to many of them in shelters.

As to your question I think it's his way of saying " hey baby" wink wink lol.
 
This is just frustration that they cannot mate. My boar is neutered and lives happily with my sows. I prefer them all to be together then living alone.
