New Born Pup

I'm looking into getting another pair of piggies, but my cage is only a 3 by 3 with a 1 by 2 loft- not very big! I was thinking I could add a 2 by 3 basement level, or do a 1 by 3 addition on the same floor, which would make the main floor, minus loft, 4 by 4. That would be five feet by five feet, so 25 sq ft. I think that would be plenty for four or five pigs, right? Or would the basement be a better choice for it, even though it would involve another ramp? Also, I'm adding fleece today as bedding. How do you layer it? I was planning on doing the fleece and two layers of towels, then paper towels underneath that. The loft will be wood shavings.
