So I currently have a midwest cage that I bought. I have 2 healthy adult Guinea pigs and I'm wanting to provide them with alittle bit more space and hidey spots. I've been thinking maybe I should build a second level but I dont know if they'll even use it. And I need it to be cheap. How would I build a second level on a midwest cage?

In all honesty, you would be better extending their cage out at ground level rather than adding a lot. Guinea pigs need a large, flat surface to roam and aren’t natural climbers (they’re often scared of heights and many refuse to use ramps at all). Lofts do not increase the cage size (because they do not increase the single level floor space) so won’t actually, make their available roaming space bigger. Midwest cages meet the minimum cage size requirements for welfare standards (of 120cm x 60cm) so it is ok in that respect, but the larger the single level floor space you can give them, the happier guinea pigs are.

Should you decide to go for adding a lot, the easiest way is probably by using c&c grids. You would need a support bar across the top of your Midwest to support the bottom of the loft as well as a ramp which is not steep and has covered sides to ensure no piggy can fall. Any ramp which isn’t enclosed, not only isn’t safe, but can also stop piggies from wanting to use it.
