1 Pig Is Being Bullied

So I had a pair of female G pigs and I took another adult sow pair who were (apparently) very close though I have not found this to be the case. One of the new pigs seems to be a bit special and lacking in social queues which have made her a target for the other pigs. I have tried the bath trick, only giving them open hides and giving them hours of time together in a 'neutral' zone as a four. Ive also tried separating them into two sets of pairs but no combination is working, even the special pig with my most gentle sow. Special pig has had some time on her own and eats and drinks as normal and seems fairly happy apart from looking through the bars at the other pigs. They are all 7months roughly apart from my gentlest pig who is 18months roughly. My question is do I carry on trying or just keep special pig on her own?
 
When you say being bullied, what are you seeing?
Bringing in a new piggy will always upset the current hierarchy, and then their will be definite dominance of various piggies saying 'no I'm boss pig not you'.
 
I would also check that the behaviour is bullying rather than one being pushed to the bottom. One of my late piggies, Bumble, she was a special girl. Always used to joke that she wasn't all there but she was natures bottom of the pack. Every introduction she was determined not to be bottom pig but within a couple of days at most she would have cemented her position as the underpig once again. She wasn't bullied though
